January 18, 2011 - Information for Parents & Providers Regarding Stage 3 Child Care:

On Friday the media reported that Stage 3 child care services have been restored. Here's what we know at this point:

  • The State Assembly passed AB1, a bill authored by Speaker Perez that provides $60 million in funding to restore Stage 3 services between November 1, 2010 and March 31, 2011
  • A companion Senate Bill (SB12) has yet to be approved by the State Senate; If / when it is approved, the Governor must sign off on this legislation
  • Governor Brown has proposed restoring Stage 3 services effective April 1, 2011; however he is also proposing twice that amount in other cuts to child care funding (reimbursement rates, not serving 11 & 12 year olds, and other proposed cuts)
  • The restoration of Stage 3 in April (and in fact ALL of the Governor's 2011/12 budget proposal) is based on the voters approving some $12.5 billion in new taxes, which may or may not happen.We are still waiting for instructions from the California Department of Education regarding if / how / when Stage 3 services will be restored. Until then, we have no way of re-enrolling families into Stage 3.
